Ha Noi Tax Department collected VND 825.4 billion through publicly naming businesses having tax debts

Over the past years, Ha Noi Tax Department has identified that the management of tax debts is a key task in direction, management and performance.

Publicizing 1752 businesses having tax debts

In December 2018, Ha Noi Tax Department has publicized a list of 122 businesses having debts of taxes, fees and land use fees with the amount of VND 138.1 billion.

In the list, there are 2 businesses having debts for land use fees of VND 4.3 billion (as of 31 October 2018) and 110 businesses having debts of taxes and fees of VND 133.8 billion (as of 31 October 2018).

The two companies having land use fee debts are Civil Engineering Construction Joint Stock Company and Lilama Ha Noi Joint Stock Company, with debts of VND 3.6 billion and VND 716 million, respectively.

Also, there are 99 businesses having total tax and fee debts of VND 37 billion, such as Van Phong Energy Mineral Joint Stock Company, Tung Giang Industrial Joint Stock Company, Techgen-SH Co., Ltd, etc,…

Notably, Ha Noi Tax Department has continuously publicized 11 businesses having tax debts from previous years owing the amount of VND 96.7 billion (in 2015, 2016 and 2017). The leading company having tax debts is Thach Ban Group JSC., (Tax code 0100107444) with a tax debt as of 31 October 2018 of VND 49.6 billon. In addition, there are familiar companies in the construction field such as CONSTREXIM - MECO., JSC, Ha Noi URBAN INFRASTRUCTURE DEVELOPMENT INVESTMENT Joint Stock Company, Ha Tay Road Bridge and Construction Investment Consultancy Joint Stock Company …

From the beginning of the year to current date, Ha Noi Tax Department publicized 1,752 businesses having tax debts, fees and fees related to land with a total amount of VND 6,460 billion. After being publicized, there are 824 businesses and projects that have paid VND 825.4 billion.

Actively classifying tax debts

In 2018, under the direction of the Party Committee, People's Council, People's Committee of Ha Noi City, Hanoi Tax Department continues to effectively carry out its role as a member of the Steering Committee to urge the recovery of tax debts.

From the beginning of 2018, the Department has focused on developing plans on handling and recovery of outstanding tax debts for effective collection.


According to Ha Noi Customs Department, when developing settlement and recovery plans for tax debts, the first task is classification of tax debts, but as well as close classification, the analysis, grasping and supervision of the businesses’ operation. The Tax Authority has taken the initiative in building a database and continuously reviewed, standardized debt data, and analyzed, evaluated and assessed under each debt group and each tax payer for appropriate solutions.

Accordingly, the Tax authority has urged and applied coercive measures in accordance with the law in the spirit of listening, sharing, persuasion and encouragement, but also strictly handling tax payers delaying in tax payment. The debt collection results are assigned to each unit leader and the target of debt collection is assigned to each unit and each officer.

At the end of 2018, Ha Noi Tax Department will take many measures to control and urge tax debt collection, thereby expressing the determination of the Tax authority in Tax administration. In addition, Ha Noi Tax Department continuously listens and grasps business production problems, supports and removes shortcomings for taxpayers, including tax debtors: the issuing of retail invoices, guiding taxpayers to send dossiers promptly so as to avoid late payment fees in accordance with regulations, holding dialogues and responding to questions for taxpayers.

In the coming time, the Hanoi Tax Department will continue to cooperate with relevant agencies and propose competent authorities to drastically apply coercive measures, especially for businesses and investors who have capital resource but delay in paying taxes to the State budget.
