Coding VNCLI when the ship reaches the Cat Lai port

According to leaders of the Customs Department of Ho Chi Minh City, in the early days of deploying the automatic customs management system at Cat Lai port, with a large volume of cargo everyday, this office has answered arising problems.

Accordingly, the unit informed the enterprises, the information disclosure on the e-manifest needs to be declared accurately about the port of discharge (criterion 24 in the cargo declaration), the port of destination, the port of discharge in the cargo information.

In cases where the ship calls at more than one port, it is recommended that the company fully fill in the port code. Currently, it is proposed that enterprises temporarily declare VNCLI code for cargo vessels at Cat Lai or transshipment at Cat Lai; Do not use VNHCM and VNSGN code.

Answering the problems of the Saigon Newport Corporation about the case of qualified goods through the customs supervision area, but enterprises have added a customs declaration, how should this be dealt with? The Customs Department of Ho Chi Minh City answered that if the declarer adds a customs declaration prior to bringing the goods into or out of the port, and the additional customs declaration belongs to the declared bill of lading or container in the customs declaration, this satisfies the conditions through the customs supervision area, and the Saigon Newport Corporation will process the goods according to regulations.

If the customs declarer adds the customs declaration after the goods have been put into or taken out of port, the Saigon New Port Corporation shall not settle the additional declaration through the customs supervision area. In this case, the updating of additional declarations through the supervisory area must be considered and processed by the customs office by implementing the automatic customs management system at Cat Lai port according to the plan.

Answering the company's question about the case of 4 containers declared in 16 declarations and they do not know which container belongs to which declaration, the Customs Department of Ho Chi Minh City guided: In the case of exports in shared containers under Clause 1, Article 18 of Circular No. 38/2015/TT-BTC of March 25, 2015, which was amended and supplemented in Circular No. 39/2018/TT-BTC in April 20, by the Minister of Finance.

For sharing import cargoes they must comply under Clause 4, Article 18 of Circular No. 38/2015 / TT-BTC of March 25, 2015, which was amended and supplemented in Circular No. 39/2018 / TT-BTC dated 20/4/2018 of the Ministry of Finance.

Over 17,000 declarations are automatically monitored

According to the Director of Customs Department of Ho Chi Minh City Dinh Ngoc Thang, the management area of the unit is very large, with 10 customs departments managing 73 warehouses, locations of 64 port business, warehouses, which are all regulated by the Customs Law of 2014 and Decree 68/2016/ND-CP of the Government.

Up to now, the Customs Department of Ho Chi Minh City has implemented automatic customs management systems at 7 seaports. By the end of July 2018, there were 17,220 declarations processed and automatically verified through the supervisory area by the automatic Customs Management System, with 79,341 containers, 43,277 bales and 244,750 tons of bulk cargoes.

In order to effectively implement the program and minimize the problems, the Director General Dinh Ngoc Thang, said that besides the support of the customs authorities, shipping lines, shipping agents, forwarding agents and Customs agents, import-export enterprises shall have to declare correctly and fully, information on customs dossiers on means of transport entering or leaving Vietnam. Declaration and customs dossiers must ensure that the input data used as a basis for monitoring and managing goods is subjected to customs inspection and supervision throughout the process from the border-gate to time of customs clearance.

Coordinating with the customs sub-department where the customs declarations are registered, the customs sub-departments where the goods are stored handle arising problems in the course of carrying out the procedures.

The implementation staff must be trained and the implementer himself must study the regulations, internal processes, the correct operation on the software. If the company buys software, it is necessary to ask them to provide the software to create documentation according to the characteristics of the port, set up the standard process (time and steps should be done, the legal basis, function on the software) and staff should be trained before implementing. According to Bui Thanh Hung, Deputy Head of Department, in charge of IT Department - Customs Department of Ho Chi Minh City, this in order to support difficulties for import-export enterprises when we implement the automatic customs management system. This way, Ho Chi Minh City Customs Department will be able to provide more information and quickly respond to arising problems for businesses.
