Among the highest growth groups in the country

Speaking at an online conference to build a socio-economic development plan and public investment in 2022 in the Red River Delta and the northern midlands and mountains, held on September 14, Minister Nguyen Chi Dung said the situation is very difficult, especially the evolution of the disease is complex, but under the drastic direction of local authorities at all levels, the implementation of socio-economic development in eight months of the Red River Delta and the northern midlands and mountains have achieved positive results.

The basic macroeconomic indicators are stable; the major balances of the economy continue to be ensured. Production and business activities are maintained in the context of strong impacts from the pandemic and social security issues are guaranteed. The six-month average growth rate of the two regions is higher than the national average, in which, some localities have the highest growth rates in the country (such as Hoa Binh 16.1%, Vinh Phuc 14.21%, Hai Phong 13.52%, Son La 10.67%, Ha Nam 10.41%, Bac Giang 10.2%, and Lai Chau 10.08%).

Despite achieving a fairly positive growth rate, according to the Ministry of Planning and Investment, many localities in the Red River Delta and the northern midlands and mountains have difficulty achieving the growth target set out in 2021. Specifically, Hanoi is expected to grow at about 4.54% in 2021, much lower than the goal of about 7.5-8%.

Solutions for economic recovery after the pandemic

According to the Ministry of Planning and Investment, the growth rate of the two regions in 2021 is estimated at 7.04%. The reason is that due to the complex situation of the Covid-19 pandemic, affecting social life and production and business, many markets have reduced demand, so several key export products of localities in the region, such as cars, motorbikes, phones, and electronic components decreased.

Therefore, to take advantage of the available potentials and advantages of the localities and limit the destruction of the motivations of localities together, the issue of regional linkages and regional planning is very important to localities.

To promote growth in the last months of 2021 and plan for socio-economic development for 2022, the Minister of Planning and Investment suggested localities should comprehensively evaluate and analyse the positive and negative aspects and clarified the subjective and objective causes, as well as solutions to implement socio-economic development and investment in the first eight months of the year, estimated to implement for the whole year 2021. Then recommending the correct solutions, sharing good practices to promote socio-economic development, implementing public investment plans in the context of the impact of the Covid-19 pandemic, especially disbursement of public investment capital for public investment projects last month of the year.

At the same time, it is proposed the localities of the two regions plan to develop a plan for socio-economic development and public investment in 2022. In which, it is necessary to focus on forecasting, assessment and the analysis of the situation, "new normal" context, highlighting difficulties, obstacles and shortcomings and limitations for the Ministry of Planning and Investment to summarise, answer or propose competent authorities to consider and remove.

Along with that, research and propose solutions to build the economic recovery programme after the Covid-19 pandemic to ensure its implementation after the pandemic is controlled, focusing on recovering industries and key sectors of local and regional areas.
