At the ceremony, Deputy Director General of Vietnam Customs Mai Xuan Thanh assessed the great efforts of the parties over the past two years. This is an idea that is in line with the direction of the Vietnamese Government, as well as the desire of Vietnam Customs in applying technology to change the management mode of the Customs authority with enterprises. If the project is successful, the Customs authority will be one of the first agencies to actually apply the information technology revolution in management. Thereby opening up many other applications in customs management.
Deputy Director General Mai Xuan Thanh also expressed his gratitude to the partners of Intel and SAP for their efforts to coordinate with the Customs authority to reach the signing ceremony today. At the same time, he hoped that the project would soon be effectively deployed in order to together solve problems arising in the implementation process based on the spirit of cooperation and support for mutual development.

"This is one of the important projects for Vietnam Customs to affirm to investors about an increasingly modern and transparent management environment," Deputy Director General Mai Xuan Thanh said.
Sending congratulations to the General Department of Vietnam Customs on the 75 years of establishment, Mr. Ooi, Kim Huat, Vice president in Manufacturing and Operations and General manager of Intel Products Vietnam wished the General Department of Vietnam Customs continued success.
Mr. Ooi, Kim Huat said that during the 14 years operating in Vietnam, Intel was honored to cooperate with many agencies and departments from central to local level, of that the General Department of Vietnam Customs was one that has supported and contributed to Intel's success in Vietnam.
“The purpose of this experiment on blockchain technology was aimed to create an application so that the Customs authority could manage the type of production for export, import duty-free materials, manufacturing finished products and exports abroad. The end result was transparency in information exchange, managing the type of processing, export production, and tending to creating a more complete management process and brought benefits to the business community, especially for export production enterprises,” Mr. Ooi, Kim Huat said and emphasised that through the experiment of blockchain technology, it would expand opportunities of application to other types of manufacturing enterprises. From that completing solutions and applying the latest technology in customs management.

Playing an important role in this cooperation program, Mr. Nguyen Hong Viet, CEO of SAP Vietnam, expressed his thanks to the General Department of Vietnam Customs and Intel for choosing SAP as a partner in the modern information exchange programme.
“SAP was pleased to cooperate with the General Department of Vietnam Customs to be one of the first government agencies in the digital transformation project, using the world's latest and most modern technology to apply in customs management and operation. SAP pledged to continue to accompany, cooperate and support the General Department of Vietnam Customs as well as related units in deploying this cooperation programme,” Viet said.

According to this MoU, the parties would strive to use appropriate and good faith efforts to co-operate in developing a comprehensive solution for exchanging information on the use of raw materials, imported materials and exported goods of enterprises operating processing, export production, and export processing. From that, meeting the management requirements of customs authorities and support three groups of enterprises to meet different business needs as follows:
Group 1: Authorized economic operators (AEOs) could use the solution, but are trusted by the General Department of Vietnam Customs and allowed to store bill of materials (BOM) data which is confidential at the headquarters of AEO. At the same time, allowing the General Department of Vietnam Customs to check and perform fraud detection automatically by using Intel® SGX technology and Blockchain SAP technology at AEO headquarters.

Group 2: Non-AEO companies that have their own information technology (IT) infrastructure. They could use the solution and would send confidential BOM data to the General Department of Vietnam Customs so that the Customs authority could perform automated checks and fraud detection using Intel® SGX technology and SAP Blockchain technology.
Group 3: Non-AEO companies having IT infrastructure but that is inadequate or do not have their own IT infrastructure. They could take advantage of the solution to provide confidential BOM data through the portal of the General Department of Vietnam Customs, application programming interface (API) or mobile application.
The implementation of the overall solution would be done in three phases: Phase 1: Testing; Phase 2: Pilot; Stage 3: Deployment expansion.
