Financial authorities of Dien Bien province should continue to overcome difficulty and promote discipline

VCN- On the afternoon of 13 March 2018, during the visit to Dien Bien, the mission of the Ministry of Finance led by Minister Dinh Tien Dung worked with the provincial financial units at Dien Bien Customs' headquarters. Budget revenues are gradually increasing

A representative of the Department of Finance of Dien Bien province said, in the past years, the agencies in the financial system of the province such as Taxation, Customs, and State Treasury, were active in advising and implementing the economic development tasks and budget revenues and expenditure estimates in the area.

The agencies in the system have strengthened coordination in the collection, strict management, spending savings and use of State budget allocated by competent authorities.

With the attention of the Ministry of Finance in advising the agencies in the financial sector, Dien Bien province has made many positive changes, including the road Vo Nguyen Giap which has basicallycompleted Phase I, expected to be completed before 5 July, 2019; 60m road which has been built; cemetery A1, Him Lam cemetery which has been upgraded; effective social welfare policies which have been implemented, such as the scheme on houses for children of ethnic groups in the area.

With regard to State budget collection, the tax authorities, the Customs office and the State Treasury have successfully implemented the reform of administrative procedures and modernized the collection management to create favourable conditions for the payers to make a proper contribution to the State budget. Although the revenues of the province are still modest, each year they gradually improve and reach more than VND 1,000 billion.

Changes in the direction of reduction

Speaking at the meeting, Minister of Finance Dinh Tien Dung stressed the outstanding results of the Finance sector in 2017 and the first months of 2018, and noted the key tasks in 2018 for leaders, civil servants of finance sector in the area.

2017 is the year with the great achievements of the country as well as the Finance industry. 2017 is also the year in which Finance completed 13 out of 13 socio-economic indicators, especially two targets of revenues and exports. For the Finance sector, the Prime Minister has assessed the outstanding and comprehensive financial and budget tasks in 2017.

The work on the development of legal documents by the Finance branch was also completed after a large amount of work. Two bills passed to the National Assembly were the Law on Public Debt Management (amended) and the Law on Management public property; to submit to the Government more than 60 decrees and 30 schemes, under the authority of 131 circulars.

According to the Minister, the outstanding achievements of the financial sector last year were in excess of 5.9% of the assigned budget. Especially, for the first time in 10 years, the Finance has managed budget and restructured public debts effectively.

For key tasks in 2018, Minister Dinh Tien Dung said that in 2018, the ministry will implement Resolution 18-NQ / TW of the Party Central Committee on continuing to renovate, rearrange the political system effectively and Resolution 19-NQ / TW on continuing to renovate the organizational and management system, improving the quality and efficiency of the operation of non-business units.

The financial sector shall resolutely arrange a roadmap to ensure stability. This is the central task this year and next year, so the General Departments must have a scheme and the Party Finance Committee will report to the Secretariat for approval.

The leaders of the Ministry of Finance also noted that the finance agencies in Dien Bien province should promote financial discipline and expressed their belief that officials of the finance sector in general and Dien Bien province in particular would overcome difficulty and the Finance sector would strive to accomplish tasks assigned excellently in 2018.
