VCN – Unifying import and export activities, further facilitating the enterprises for the development of border trade in Mong Cai city and at the same time improving the efficiency of the State management on Customs are the objectives which Quang Ninh Customs Department has set to deploy the centralized Customs clearance and management Model in Mong Cai.

Further facilitate enterprises

According to the Director of Quang Ninh Customs Department, Bui Van Khang, the implementation of the Vietnam automated Customs clearance system VNACCS / VCIS, the online public service system and National single window system have raised many shortcomings. They are the lack of centralized Customs management, and the similar procedures for the procedural teams. With the current model, enterprises have to directly go to Customs checkpoints which are away from the Customs Branch’s office to submit documents, this has not really facilitated or saved the human resources in the Customs management.

Therefore, to create a more specialized, dynamic and efficient working environment and shorten clearance time and reduce Customs clearance costs for enterprises, Quang Ninh Customs Department has carried out the centralized Customs clearance and management Model at Mong Cai border gate Customs Branch. This model will be associated with the requirement of planning checkpoints, gathering places, storage and warehouses of imports and exports in Mong Cai city

To implement the above model, the Department has proposed Quang Ninh People's Committee to permit the building of a storage centre for imports and exports of about 100 hectares in Mong Cai. This will be the place to gather storage and warehouse operators in Mong Cai in a centralized management and Customs clearance area.

Mr. Bui Van Khang analysed that the model will create favourable conditions for enterprises, so enterprises do not have to travel many places, many times, thereby saving customs clearance time and costs. The implementation of Customs procedures are unified at one point, difficulties and obstacles of enterprises during the Customs process will be settled in time. Enterprises can make registration and procedures for many types at the same time and the same place. The monitoring and management of enterprise are consistent. Customs management and support is also more convenient.

It can be seen that this model is the basis for preparation of Customs management when Mong Cai City implements the master plan and gathers warehouses and yards of imports and exports under the vision planning to 2030.

Improve efficiency of Customs management

In addition to further facilitating the border trade, import and export activities of enterprises, the centralized Customs clearance and management model also ensures Customs management to be more efficient and scientific.

According to Bui Van Khang, this model will overcome the cumbersome, overlapping, dispersed situation, inefficiency, thereby raising the responsibility of managers at all levels and responsibilities of Customs officers in the performance of duties, and will improve the quality and efficiency of Customs management, and help the leaders of the Branch to well control the operations, and closely guide professional activities, and Customs officers and employees to well protect the internal politics, fight against corruption, harassment of Customs officers in the duty performance, and solve difficulties for enterprises.

Accordingly, when the warehouses (16 bonded warehouses) and Customs checkpoints which are scattered in the area are gathered at one place, this will create favorable conditions for Customs to apply modern techniques in the management (such as scanners, and the camera system). This centralized management will help the Customs save resources and improve the efficiency of the management.

Together with the implementation of the management under the new model, Quang Ninh Customs Department will reorganize the synchronous apparatus at Mong Cai Border Gate Customs Branch in line with the orientation of the Customs sector under the Plan on Customs reform, development and modernization of Quang Ninh Customs Department 2016-2020 issued together with Decision No. 268 / QD-TCHQ dated 9th February, 2007 of the General Department of Customs. The implementation of the centralized Customs clearance and management model will enhance the IT application, minimize paper procedures, maximize the efficiency of the online clearance system. Due to the close linkage in the Customs process, the information on import and export activities will be managed more centrally on the same Customs clearance system, which will help combat smuggling and trade fraud more conveniently and effectively.
