Among them, the signal centre project of 3 northern routes and the Hanoi transportation hub, phase 2, of which loan agreement is not effective and repeatedly proposed not to be included in the capital plan, but it still being listed on the 2018 budget plan.
A number of projects, which have been allocated capital for 2018 but are beyond the disbursement deadline according to the agreement or the decision by the competent authority, are carrying out procedures for extension of disbursement according to the regulations as follows: the drainage project and wastewater treatment system in Thai Nguyen city, water supply and sanitation project in Bac Kan town and Yen Bai general hospital project, etc.
A number of mixed projects, including both allocation and relending have not been disbursed due to obstacles in the signing of relending agreements such as Sustainable Urban Transport for Ho Chi Minh MRT Line 2 (the capital plan for 2018 is VND 4 billion so far, it has not been disbursed). Being affected by the Sustainable Urban Transport for Ho Chi Minh MRT Line 2, Ben Thanh - Tham Luong route (budget plan for 2018 was VND 200 billion and VND 4.2 billion has been disbursed) are proceeding to submit to the National Assembly to increase total investment.
In addition, some projects are in the process of settlement at the final stage of the projects so the disbursement progress is not steady such as Nhat Tan Bridge project, Noi Bai - Nhat Tan Road project, anoi - Ho Chi Minh City Railway Bridges Rehabilitation Project funded by JICA loans, etc.
There are many reasons leading to delays such as for a number of projects the capital disbursement under the agreements have expired, and others projects are obstructed in the signing of re-lending contracts or are submitting to the National Assembly to increase the total investment, etc.
In a report to the Government on capital disbursement, the Ministry of Finance has asked ministries, sectors and localities to direct investors to accelerate the construction progress, urgently review the volume which has completed and finalized the procedures for acceptance and payment and then immediately send to the State Treasury for payment according to regulations.

For projects in the final settlement stage, the investor shall be instructed to speed up the contract finalization process in order to carry out procedures for payment to the contractor, to carry out procedures for payment of warranty cost in accordance with the provisions and terms of the contract; at the same time, regularly check the projects with low disbursement rate, determine the cause and take removal measures.
Disbursed FDI in the nine months of 2018 was over VND 16,369 billion; reaching 27.28% of the plan assigned by the National Assembly and achieving 29.78% of the plan assigned by the Prime Minister, lower than the same period of 2017 (45.23% of the plan assigned to the National Assembly and 46.67% of the plan assigned by the Prime Minister). |
