Difficulties in using barcodes attached on export goods removed

This is the latest guidance from the General Department of Customs to provincial and municipal Customs Departments on the use of foreign barcodes for export goods.
For attaching barcodes on export goods, the General Department of Customs guides as follows: When carrying out customs procedures for export goods, customs officers do not require Customs declarants to produce a written confirmation from a competent authority about the use of foreign barcodes.
Customs declarants are responsible under the law for the use of foreign barcodes attached on their export goods or packages of export goods
Regarding the authorization to use the foreign barcodes, the evidence issued by a foreign competent authority or the authorization to use the foreign barcodes by the owner of foreign code will be: Power of attorney, letter of authorization or processing contracts or authorized email or other internationally recognized authorization forms with signature and seal of the exporting enterprise by the exporter and the enterprise shall be responsible under law for the documents.
Customs offices shall not sanction administrative violations related to use of foreign barcodes attached to export goods. In case of customs clearance, post-clearance audit, inspection and investigation, Customs officers detect the exporting enterprise has not yet provided a written confirmation or authorization to use the foreign code, Customs agency shall send a specific written notice to the Directorate for Standards, Metrology and Quality for settlement.
The above guidance is described in Official Letter 3776 / TCHQ-GSQL.The General Department of Customs said this dispatch replaces the official documents of the General Department of Customs guiding use of foreign barcodes on export goods.
Previously, the General Department of Customs received feedback from enterprises about difficulties related to use of barcodes attached to export goods.

Based on the opinion of the Ministry of Science and Technology, to address difficulties for exporting enterprises during the Covid-19 pandemic in accordance with the Prime Minister's guiding in Directive 11 / CT-TTg of April March 4, 2020, the General Department of Customs shall guide and request provincial and municipal Customs Departments to direct their Customs branches to uniformly implement the above contents.
