Did self-determine the steel imports whether applying anti-dumping or not?

The Ministry of Finance said that, through the specific analysis, according to the provisions of Section 2 Notification of adjusting the anti-dumping duty under review results for the first time in conjunction with Decision No. 1656 / QD-BCT dated 29-4 -2016 Industry and Trade Ministry, the merchandise subject to investigation of cold rolled stainless steel in coils or sheets containing 1.2% or less of carbon and 10.5% contained levels of chromium and over, there or without other elements.
Cold rolled stainless steel coils or plates are incubated or heat-treated by other methods or scaling and soaked to remove excess impurities on the surface of these products are exposed or handled (being cut or sawn), provided that the process does not alter the technical characteristics of the product.
Goods are in the list for the investigation described above are classified under the HS: 7219.32.00; 7219.33.00; 7219.34.00; 7219.35.00; 7219.90.00; 7220.20.10; 7220.20.90; 7220.90.10; 7220.90.90.
However, these types of products are stainless steel, cold-rolled in coils or in sheets, but not annealed or heat treatment (full hard), cold rolled stainless steel in rolls or in sheets with a thickness greater than 3.5mm were excluded from the scope of application of anti-dumping measures.
Goods are in the list for investigations that has made from these countries /regiona including the People's Republic of China, Republic of Indonesia, Malaysia and Taiwan. Anti-dumping tariffs for manufacturers / export from China, Indonesia, Malaysia and Taiwan are tariffs applicable to manufacturers / export not on the list above.
The Ministry of Finance said that, in the Decision 1656 / QD-BTC of the Ministry of Industry and Trade has stated description of goods, HS code of the subject steel is applied anti-dumping measures. Accordingly, the proposed company based description of goods, HS, analysis, classification of goods, together with import documentation to determine whether the type of steel of two contracts that the Company has imported whether or not subject to regulation of the Decision No. 1656 / QD-BTC.
