Therefore, Customs needs to collect 1,400 billion vnd per day. Besides, in order to complete the assigned task of Ministry of Finance of 275,000 billion vnd, Customs needs to collect an additional 35,826 billion vnd, equivalent to 1,628 billion per day.

Reportedly, until the end of November 2016, Customs revenue reached 239,174 billion vnd, equivalent to 88.6% of the estimate of Customs revenue for 2016, an increase of 2.79% over the same period in 2015.

To date, some Customs Departments of provinces and cities have accomplished and exceeded the target of State budget revenue such as Bac Ninh Customs Department (101.3%), Quang Ngai Customs Department (128.1%), Da Nang Customs Department (143.7%), Khanh Hoa Customs Department (167.9%), Dac Lac Customs Department (164.9%) and Binh Phuoc Customs Department (155%).

There are also many Customs Departments of provinces and cities with a big amount of State budget revenue such as : HCM City Customs Department (86.3%); Hai Phong Customs Department (86.77%); Ba Ria-Vung Tau Customs Department (73.67%); Hanoi Customs Department (93.7%), Quang Ninh Customs Department (95.3%) and Dong Nai Customs Department (95.2%).

In addition, there are a few Customs Departments of provinces and cities with the State budget revenue below 50% of the target, such as: Quang Tri Customs Department (27.7%); Dong Thap Customs Department (31.2%); Ha Tinh Customs Department (33.2%); Gia Lai-Kon Tum Customs Department (40.5%).

In fact, the task of the Customs revenue of 1.400 billion vnd per day is a great pressure for Customs. At the beginning of 2016, GDP was forecasted to increase by 6.7% and the total import-export turnover was expected to increase by 10%. However, the actual GDP in 2016 was only about 6% and the total import-export turnover over the same period just increased by 4%, which showed that manufacturing and business activities did not meet expectations, putting an adverse impact on Customs revenue. Moreover, the impact from the change of the import market when Vietnam joined FTAs has caused Customs revenue to decline.

However, with the solutions of the State budget revenue set out at the beginning of 2016, the leaders of the General Department of Vietnam Customs has required Customs units to focus on trade facilitation, strengthening the prevention of revenue losses, enhancing post-clearance inspections, combating smuggling and commercial fraud in order to accomplish the State budget revenue target assigned by the National Assembly, the Government and the Ministry of Finance.
