Customs strengthen to implement Directive on imported scrap

VCN – General Department of Vietnam Customs sent documents to provincial Customs Departments for researching and implementing strictly Directive 27/CT-TTg about urgent solutions for strengthening the work of management for importing and using imported scrap for production.

At the same time, the General Department requested the units to publicly post at customs clearance sites, organize the propagation and dissemination of the contents of Directive 27/CT-TTg to the shipping lines/shipping agents, port enterprises and enterprises, especially enterprises operating in the field of importing scraps to know and implement proactively.

Earlier, in order for directing the implementation of Directive 27/CT-TTg, on 28/9, Deputy Minister of Finance Vu Thi Mai presided over an online meeting with the General Department of Vietnam Customs and some related local customs departments (Ho Chi Minh City, Hai Phong, Quang Ninh, Da Nang, Ba Ria-Vung Tau, Binh Duong, Quang Ninh, Can Tho) to discuss solutions for implementing the tasks assigned by the Prime Minister in Directive No. 27/CT-TTg dated 17/9/2018.

The Deputy Minister asked the General Department of Vietnam Customs and related local customs departments to continue effectively implementing the prevention of imported scrap shipments that do not meet conditions before being unloaded at the port, and to implement drastic measures to deal with backlogged shipments of over 90 days.

On the other hand, the customs authorities should concentrate human resources for quickly implementing customs clearance for the shipments that meet the conditions and standards ...; At the same time, directing the Customs Enforcement Units to continue intensifying the investigation and handling of individuals and organizations committing violations in importing scraps.

Regarding to the management of imported scrap, the General Department of Vietnam Customs has implemented many solutions such as: Issuing Document No. 4202/TCHQ-PC dated 17/7/2018 guiding provincial Customs Departments on scrap management imported from abroad into Vietnam; Advising the Ministry of Finance in promptly reporting to the Prime Minister for consideration and direction; A delegation led by Deputy Director General Mai Xuan Thanh conducted the inspection at the Hai Phong Customs Department on the implementation of the imported scrap management and the implementation of customs procedures directly at border gate customs branches which have been implemented procedures for imported scrap shipments; The documents guiding the provincial Customs Departments for a number of professional tasks that provided additional guidance in reviewing and checking information declared on the E-manifest system related to the recipients' information.

At the same time, updating to the Portal list of 151 companies that have been granted by the Ministry of Natural Resources and Environment the certificates of environmental protection in importing scraps; To direct the inspection authority to gather human resource and ensure the time for examination of imported scraps as prescribed; Coordinating with the Police Investigation Agency (C46) - Ministry of Public Security to set up plans for investigation, verification, handling of violations and prosecution of cases of violation.
