Customs revenue of Quang Ninh: Another 665 billion vnd to reach the target

In 2016, the Quang Ninh Customs Department was to collect the budget revenue of 12,000 billion vnd, which means that the Department has to collect 1,000 billion vnd per month. Until the end of 23rd November 2016, the Quang Ninh Customs Department collected 11,335 billion vnd. Compared to the monthly assigned collection, the budget revenue of Quang Ninh will be likely to reach the target. However, some key sectors have a slight decline in Customs revenue.
Speaking to a reporter of the Customs Newspaper, the Head of Import-Export Duty Division, Mr. Nguyen Huy Dong said: Regarding the results of revenue collection, monthly revenue has achieved the target. In the first 9 months of 2016, imported automobiles accounted for 50% of the total revenue in the province (5,166 billion vnd). It means that when monthly revenue reached 1,000 billion vnd, the revenue of imported automobiles was up to 500 billion vnd. However, from October 2016 to date, importing enterprises such as Toyota and Nissan have imported cars through Hai Phong port instead of Cai Lan port (Quang Ninh province).
The Cai Lan Customs Branch is the leading unit in revenue collection in the Quang Ninh Department of Customs. Until the end of 23rd November 2016, the Cai Lan Customs Branch collected Customs revenue of nearly 6,785 billion vnd, an increase of 44% compared to the same period in 2015, accounting for nearly 60% of the total revenue. The Head of the Cai Lan Customs Branch, Mr. Vu Van Sy said the revenue from imported automobiles was quite stable, accounting for a big proportion. In the first 9 months of 2016, the revenue from imported automobiles accounted for nearly 60% of the monthly revenue of the Customs Branch. Therefore, changes in the business activities of enterprises importing cars have made the Customs revenue of the Cai Lan Customs Branch decline. Currently, the Customs revenue of the Cai Lan Customs Branch depends heavily on exported wood and imported raw materials for production in the domestic market.
In addition to changes of key commodities, a number of traditional commodities with stable revenue such as exported coal fell sharply due to the State policies on export restrictions. Also, imported coal to serve the power plants has increased (about 1.6% of the total revenue). According to statistics of the Quang Ninh Customs Department, until the end of 15th November 2016, there were 3.5 million tons of imported coal, worth $US 210 million through Cam Pha port, Quang Ninh province, an increase of 294.2% in volume and an increase of 213.4% in value over the same period in 2015. The amount of imported coal has increased dramatically in 2016 due to the rising demand from thermal power plants. The amount of coal produced and exploited in Vietnam has not met the needs, so enterprises have imported coal from abroad (including China, Russia and Australia). On the other hand, sources of domestic coal have a higher cost than imported coal, so some companies decided to import coal to supply the metallurgical industry, thermal power stations and the cement industry. Until the end of 23rd November 2016, the accumulated revenue from coal reached nearly 750 billion vnd, a decrease of 39% over the same period in 2015, a sharp decrease compared to 2011 (with coal revenue of 5,000 billion vnd). While imported coal surged, exported coal fell sharply over the same period last year. Specifically, until 15th November 2016, exported coal through Cam Pha port, Quang Ninh province was 850,314 tons, worth $US 82 million. Thus, compared to the same period in 2015, exported coal decreased by 44.8%, equivalen to 48.5% of value reduction.

In order to meet the revenue target of 12,000 billion vnd in 2016, the Quang Ninh Customs Department needs to collect an additional 665 billion vnd. Mr. Nguyen Huy Dong said, in the remaining period of 2016, the Quang Ninh Customs Department shall carry out two solutions: Facilitating import-export activities, and closely supervising enterprises with large revenue. Also, the leaders of the Quang Ninh Customs Departments and Customs Branches will directly discuss with businesses to remove difficulties of enterprises. Accordingly, subordinate units will promote the prevention of revenue loss through examination of Customs value; conduct Customs post-clearance audits for suspicious shipments within 30 days, to ensure strict management. In addition, the Customs Branches should focus on developing partnerships with businesses, promptly remove difficulties and problems of enterprises in export activities to increase revenue; preventing enterprises from making use of policy loopholes to make profits, and enhancing acts of anti-smuggling and anti-commercial fraud.
