Customs modernization to enhance the effectiveness of anti-smuggling

According to the Ministry of Finance, smuggling activities, illegal transportation of goods across the border, commercial fraud and counterfeit goods still take place at the Vietnam-China border area.

National Steering Committee 389 has advised the Government and the Prime Minister about the issue. The Head of the national Steering Committee 389 has directed ministries, agencies, localities, functional forces on fighting anti-smuggling, trade fraud and counterfeit goods on roads and areas.

As a result from 2014 to the end of the first 4 months of 2016, the Ministry of Finance has coordinated the operations of ministries, agencies, localities in directing functional forces at all levels to boost fighting, detecting, arresting, handling 469,497 cases of violation, State Budget revenues from fines for administrative violations, selling goods which have been seized, inspectorate, examine, tax compliance up to tens of billion vnd, prosecute 4,052 cases with 4,705 persons.

s reported by the Permanent Office of the National Steering Committee 389 at the meeting with the Deputy Prime Minister Truong Hoa Binh at the end of May, by the end of May, the functional forces, localities have found, seized, handled 78,389 cases of violation, decreased 2.06% in comparison with the period in 2015; State Budget revenues from fines for administrative violations, selling goods which have been seized, inspectorate, examine, tax compliance reached 5,201.9 billion vnd, up 15.11% in comparison with the same period in 2015, prosecute 537 cases with 679 persons.

Responding to voters proposals, the Ministry of Finance said that as a key force in anti-smuggling activities and commercial fraud, the General Department of Customs has implemented many action plans and focused on new methods, new techniques, key commodities such as: electric motorbikes, electric bicycles, helmets, spare-part and components thereof, fertilizer, pesticide, veterinary medicine, animal feed, aquaculture feed and banned substances used in processing food and animal feed; strengthen inspection and control of medicinal products and transportation goods on the railway, warning on risk of fraud with importing of ingots and strip steel.

In the first 4 months of 2016, the General Department of Customs has directed the Customs Department in all provinces having a border with China discovered and seized 482 cases with value of violation goods up to tens of billion vnd.

To further strengthen the anti-smuggling, commercial fraud and counterfeit goods in the near future, the Ministry of Finance will continue to do well to support National Steering Committee 389 to implement effectively the direction of the Government, the Prime Minister, and Head of the National Steering Committee 389, especially Resolution No.41/ND-CP of the Government on fighting anti-smuggling, commercial fraud and counterfeit goods.

In addition, completion of legal documents, policies related to the anti-smuggling activities, trade fraud, and fake goods will be implemented effectively and to ensure consistency with the practical situation, facilitate the functional forces to implement their duty.

The Ministry of Finance will also complete timely schemes and projects to modernize the equipment, devices to enhance the management efficiency and anti-smuggling, commercial fraud, counterfeit goods such as: equip container scanning system, weighing stations, camera, high-capacity ships; building Qualified Test Centre of imported and exported goods at the border gates which have large flow of key commodities, using electronic stamp, electronic invoice…

The Ministry of Finance will direct Customs on boosting up work for collecting information, monitoring real situations at the local level, direct the units bordering China to implement customs control; inspect closely the key commodities, high tariff goods, goods related to the environment, goods affecting people’s health, combating and dismantling smuggler rings, dens and handle strictly with perpetrators to stop any violations.
