Over target of 150%
According to statistics of the General Department of Customs, up to December 2, many Customs offices in the southern provinces have also completed the budget collection ordinance assigned by the Ministry of Finance. In particular, Dong Nai Customs gained 102% (VND16,925 billion), Binh Duong Customs (104%), Tay Ninh Customs (125%), Binh Phuoc Customs (102% (VND 621 billion), Kien Giang Customs 316% (VND 430 billion), Dong Thap Customs (104%) (68.5 billion); Customs An Giang reached 107% (171 billion) ... However, for the target set by the General Department of Customs, many units have not reached. |
Being the most distant and difficult customs unit of the southern provinces, the annual revenue of the Ca Mau Customs Department is mainly dependent on the VAT collected for machinery imports and fixed assets for the projects of investment encouragement in Ca Mau and Bac Lieu provinces. In 2018, Ca Mau Customs Bureau was assigned the budget revenue target of 11 billion dongs and the General Department of Customs assigned additional revenue of 27 billion dongs.
In order to achieve the assigned target, Ca Mau Customs Department has resolutely implemented a number of measures such as assigning revenue targets and urging regular collection work for sub-departments, promptly removing difficulties and problems about the policy; strengthening the post-customs clearance inspection. With many efforts, the revenue of the Department of Customs has increased sharply over the same period and exceeded the high compared to the assigned target. By mid-November, revenue at Ca Mau Customs was over VND 27.7 billion, an increase of 159% over the previous year, reaching over 252% of the assigned expenditure and achieving nearly 103% of the target compared to additional receipts of the General Department of Customs.

Many bright spots on loss prevention
Another example of a collection of the budget is the Long An Customs Department. In 2018, the revenue of the unit met a lot of difficulties. By the half of 2018, the revenue in the new unit only reached 40% of budget revenue target assigned. However, with many drastic and synchronous measures in the revenue collection, anti-loss, administrative reform, attracting businesses, budget collection of Long An Customs Department has made positive changes in the last months of the year, revenue reached VND 2,308 billion as of November 15, reaching 100.3% of the target set by the Ministry of Finance and reaching 99.5% of the target compares to same period in 2017.
Mr. Nguyen Van Khanh, Deputy Director of Long An Customs Department, said that the revenue of the unit in the last months of the year has many advantages, partly due to the peak production and business of local businesses of this area. At the same time, the Department of Customs of Long An province also generated a sudden increase in revenues (nearly VND100 billion) from the collection of export taxes for goods processed elsewhere and other enterprises operating on-spot import and export for domestic enterprises in the tariff area.
In addition, some new projects and some previous enterprises located in the area registering the procedures in other localities to go back to register the procedures at the Long An Customs also contributed to increasing the revenue for the unit. According to Mr. Nguyen Van Khanh, over the past time, the reform of administrative procedures and business support that were drastically implemented by units have attracted businesses located in Long An in order to return to clear Long An customs procedures. The number of increasing enterprises increased turnover and increased revenue.
Besides the positive results from the tax collection, the anti-loss work of the Department of Long An Customs from the beginning of this year also achieved satisfactory results. As of November 15, revenue from post-clearance inspection reached VND 14.62 billion, reaching 97.5% of the target (VND 15 billion). Particularly, the tax inspection is a highlight of the Long An Customs Department in 2018 with revenue of over 46 billion, up 23 times the set target (2 billion).
Ranked third in terms of revenue in the whole industry, in 2018, the Department of Customs of Ba Ria - Vung Tau is assigned by the Ministry of Finance to receive a budget of 14,900 billion dongs, the General Department of Customs assigned the target of 17,500 billion. By November 28, the revenue of the Department of Customs of Ba Ria - Vung Tau has reached 16,258 billion, reaching over 109% of ordinance targets and reached nearly 93% target strives.
Not only positive results on revenue but also the anti-smuggling and post-customs clearance inspection of the Department of E-commerce has achieved positive results. Accordingly, on the 15th of November, the Department of Customs of Ba Ria-Vung Tau has conducted the examination of the conclusion of 43 post-customs clearance inspections at the customs office and 139% of the inspection. After clearance at the head office of the company, the fixed tax amounted to VND 23 billion, gaining 89.6% of the number of inspections at the customs office and reaching 114.5% of the revenue target.

In the anti-smuggling work, the Department of Transport of Ba Ria-Vung Tau province discovered and sanctioned 320 administrative violations, collected over 6 billion, issued a decision to prosecute and transferred 6 other agencies to prosecute. Especially in 2018, Customs Department of Ba Ria-Vung Tau has made a special achievement in the fight against smuggling by detecting and arresting 110 kg of cocaine at Cai Mep port. This is the largest number of cocaine detected and arrested in Ba Ria-Vung Tau province.
Despite the positive results, all of them have confirmed that they are trying their best every day to complete the targets to strive for the General Department of Customs and local authorities to complete the entire customs sector to win the task of 2018.
