The situations at the border and inland have always had close ties with each other, if functional forces in the provinces and cities strengthen their inspection and handling, cigarette smuggling at the border will reduce. Therefore, the fight against cigarette smuggling also requires a resolute, strong approach from within the country.

According to Steering Committee 389 of Ho Chi Minh city, the local area with the largest consumption of cigarettes, from the border of Long Anand TayNinh, smuggled foreign cigarettes are shipped into the city by a variety of means of transport, especially by motorcycle. The smugglers have used many sophisticatedmethods, difficult to test and detect, for example: frequent changes of transport routes; shipping in small quantities (between 250 and 450 bags of illegally imported cigarettes per trip); fabricatingstructure for hiding; disguising as students or people carrying fish, candies, fruits, vegetables, straw, waste lubricants, baskets, foam mattresses, bottles, etc. to dupe anti-smuggling forces. Recently, there have appeared tourist cars transporting several thousand bags of smuggled cigarettes per trip.

At the end of August, after discovering a car at high speed from Dong Nai,the Traffic Police Force of Ho Chi Minh city doing their duties on Highway One in the area of Thu Duc district requested the car to stop in order to inspect. The suspects in the car did not obey the order and accelerated away. Then, after the vehicle was trapped by a red light, 2 suspects attempted to flee but were caught. The security force examined the car and discovered nearly 18,000 foreign cigarette packs, many machetes and homemade knives, etc. Two suspects were identified as Nguyen Van Dong (born in 1995, lives in Lam Dong, the driver), and Vo DinhToan (born in 1991, lives in Dong Nai).

Most recently, in the afternoon of September 21st, 2016 a car with 4 seatsdriven by Nguyen Ba Danhtransported smuggled cigarettes on route DT824 from Long An to Ho Chi Minh City. When arriving to XuanThoi Son, Hoc Mon district, ithad a serious crash with a motorcycle. After the accident, the suspect fled toXuanThoi Son No.12 Road, Tan ThoiNhi Commune, Hoc Mon and fellinto An Ha canal. Suspect Danh openedthe door to escape, but wasarrestedby local people.

Since the beginning of the year, the Market Management Force of Ho Chi Minh city has discovered and arrested nearly 800 cases of smuggled cigarettes, seized 279,000 cigarette packs as exhibits, transferred 5 cases to the Police to prosecute with more than 40,000 foreign cigarette packs.

In the adjacent provinces of Ho Chi Minh city, such as Ba Ria-Vung Tau,Binh Duong, illegal cigarettes are smuggled into the market everyday,in orderto "serve" the needs of many people there.

According to Steering Committee 389 ofBinh Duong, the smuggled cigarette transport, sale and possession activities are becoming more sophisticated, the goods are distributed and split to transport by motorcycles, or by secret concealed transport in cars or buses and transported on many roads at night, on weekends or holidays to try to avoidfunctional forces, from Binh Duong, Long An, BinhPhuoc or Ho Chi Minh city (Hoc Mon, Cu Chi) to Binh Duong and other provinces for consumption. Particularly in the first 9 months of 2016, the functional forces of Binh Duong discovered 150 cases of smuggled cigarettes for sale and transportation, seized 77,000 cigarettes of all kinds, criminally prosecuted 6 cases to 6 suspects selling prohibited goods (smuggled cigarettes).

In the middle of August, 2016 the Economy Police of Ben Cat town in collaboration with the Market Management Team No. 3 detected and arrested the suspect Vu Van Toi, livingin An Tay commune, Ben Cat town, Binh Duong province, who was carrying 2,200 smuggled cigarette packs. Before that, after many days of tracking, the Police of Di An town, Binh Duong province arrested Ho Tan Huy, born in 1990, hometown inTayNinh province,who was drivinga vehicle with the registration number 93A –039.69 carrying 6,000 packages of smuggled cigarettes. Later, the Police of Di An town prosecuted Ho Van Huy for the crime of transporting prohibited goods and continue to expand the investigation. The Traffic Police Division of Binh Duong province also discovered a Lexus car with 7 seats with the registration number 93A - 067.62 driven by Nguyen Minh Phong (born in 1981), living in LocNinh, BinhPhuoc, carrying 13,800 foreign cigarette packs.

In Ba Ria-Vung Tau, sincethe beginning of the year, the Market Management Department has seized nearly 19,000 packs of smuggled cigarettes of all kinds, 7,300 packs of which have moved to the Police office to criminally prosecute 4 cases.

Also in the Mekong Delta, Can Tho City is where contraband cigarettes are focused for consumption andand distributionto adjacent provinces, such asTraVinh, SocTrang, HauGiang, etc. Smuggled cigarettes are mainly transported from An Giang province, some from KienGiang and Dong Thap. In this area, the Traffic Police andMarket Management Force have continuously discovered many passenger car drivers transporting contraband cigarettes. Many of the "express" buses from Chau Doc, Long Xuyento Can Tho carry smuggled cigarettes and run very fast, endangering residents along the street.

At the end of August, when patrollingon road 91B, in the O Mon district, the Traffic Police Force of Can Tho city discovered and caught a passenger carwith the registration number 67P - 003.66 ofThienThienXuan company carrying 1,000 packets of smuggled cigarettes. The passenger cardriven by Nguyen Duy Tan (born 1985) was travelling fromChau Doc city, An Giang Province to Can Tho city. The Traffic Police Force in collaboration with the Economy Police examined and detected many cigarettes hidden in the vehicle. This is the transport company that is "famous" on the route An Giang - Can Tho not because of the service quality, but because so many vehicles that are involved in transporting contraband cigarettes and travel recklessly. This transport companyis previously called P.S with a variety of drivers and vehicles arrested for participating in the transportation of smuggled cigarettes from Chau Doc - An Giang to Can Tho city.

The area of Can Thois a place to transit smuggled cigarettes from the border tosophisticated assembly places. In an abandoned building along the Hauriver, Can Tho city Police raided and found over 30,000 packs of smuggled cigarettes of all kinds. The suspects fled quickly when the Police Force stormed in.

When people still have smoking habits and favor illegally imported cigarettes, the fight against contraband cigarettes is still arduous.
