Central Customs supports enterprises in voluntary compliance

The workshop was attended by representatives of the Risk Management Department, Customs Modernization and Reform Department, Import-Export Duty Department, Customs Department of Goods Verification, and local departments of Da Nang, Thua Thien-Hue, Quang Nam, and Quang Ngai.
At the workshop, Director of Risk Management Department Nguyen Nhat Kha said that encouraging businesses to comply with the customs law voluntarily is the major policy of the Government, the Ministry of Finance and the Customs sector to follow the Government's resolutions.
The key policy is also stipulated in the Customs Development Strategy to 2030 and in line with the Digital Government development strategy and the Digital Customs development and the world trend (recommendations in the SAFE Framework of the World Customs Organization (WCO).
With the desire to support businesses in self-assess their compliance level, providing solutions to encourage businesses to comply voluntarily, the General Department of Vietnam Customs issued Decision 1399 on the implementation of the pilot program for voluntary compliance with customs law.
The pilot program brings benefits for enterprises such as reducing customs clearance time and costs; arranging a separate channel to support enterprises in the customs process; being supported by experienced Customs officers, increasing the proportion of Green channels, reducing the ratio of Yellow and Red channels; warning potential risk factors to help businesses; minimizing the violation of Customs law.
About 266 enterprises are selected to participate in the pilot program, including
State-owned enterprises, FDI enterprises, small and medium enterprises, and import and export enterprises.
The program aims to encourage all enterprises to participate after two years of implementation and improve their compliance level, with 80% of enterprises having medium and high compliance levels.
Director Nguyen Nhat Kha requests all local customs departments to actively instruct and help enterprises voluntarily comply to achieve the goal.
He also asked the local departments to facilitate the business community to comply with the law voluntarily, shorten customs clearance time and save costs for enterprises.
On September 9, the General Department of Vietnam Customs and the United States Agency for International Development (USAID) jointly held a workshop on the implementation of the pilot program for voluntary compliance with customs law and the MOU signing ceremony in Hai Phong City
At the workshop, the Customs Departments of Hai Phong, Bac Ninh, and Quang Ninh signed a Memorandum of Understanding on implementing the pilot program for voluntary compliance with customs law with local importers and exporters.
