At 12 am on October 2, 2018, the inter-competent forces in charge of preventing and fighting against smuggling on the National Route 9-Quang Tri (under the Customs, Border Guards and Police of Quang Tri Province) patrolled and inspected at the border area of Huong Hoa District (Quang Tri Province). A Customs officer who directly works here said that this time was considered as one of the “gold hours” for smugglers to act, to create surprises and easily flee when being detected because the route is empty.

When, arriving in km 73+300 area of Tan Long Commune, Huong Hoa District, the competent forces detected 1 Toyota 4 seat- car, license plate No.74A-03.882 from Lao Bao Border Gate (Huong Hoa) to Dong Ha City with suspicious signs of illegally transporting goods. The competent forces requested the driver to stop for inspection. However, the driver did not stop and quickly fled away. Chasing to km 74+200, the competent forces requested the driver to stop and inspected the car. During the inspection, over 150 bottles of Beluga Export from Russia, and 60 bottles of Chivas Royal Salute liquor, Scotland origin, valuated at about VND 190 million were detected. All the liquor did have not valid documents.

Talking with Customs Newspaper’s reporter, the leader of Customs Enforcement Team (under Quang Tri Customs Department) said that the smuggling and illegal transportation of goods through the area managed by the Team took place mainly along National Route 9. Previously, 100% of vehicles moving through Gate B on National Route 9 were inspected and controlled, so that perpetrators must transport goods by forest roads.

But recently, (after the Check Point of Lao Bao Special Trade Zone (Gate B) was dissolved), perpetrators transport smuggled goods on the National Route 9 instead of transporting by forest roads. In order to distract the competent forces, perpetrators used private vehicles to illegally transport goods, especially, smuggled foreign liquor.

Recently, nearly 40 cases were arrested on the National Route 9 by the competent forces; perpetrators used cars to transport smuggled foreign liquor. In addition, on September 22, 2018, a new case with the same method was detected and arrested by competent forces.

On September 22, receiving information about 1 car transporting a large quantity of smuggled goods towards Lao Bao- Dong Ha (Quang Tri), the competent forces coordinated to apprehend it at Km74 on the National Route 9 (Tan Long commune, Huong Hoa district, Quang Tri province). When detecting the competent forces, the driver of the car with license plate No. 74K-2106 did not stop when instructed by the competent forces and continued to the border gate to flee. The competent forces chased the driver, but he drove the car into the warehouse of Ms. Le Thi Hong Lan (born 1969, residing Nam Xuan Duc village, Tan Thanh commune, Huong Hoa district) and left the car and goods to escape. Inspecting the car, the competent forces seized 40 boxes with a total 480 Macallan liquor bottles. Of which, there were 420 x 700ml bottles and 60 x 1000ml bottles valued at about VND 480 million.

If private cars are used to transport liquor, passenger cars and trucks are used to transport cigarettes and refined sugar with a large quantity. Typically, on 6th September 2018 at Km 73 + 100 of National Route 9 (at Lang Vay village, Tan Long commune, Huong Hoa District), the competent forces detected and arrested a Mercedes-Benz van transporting 3.4 tons of refined sugar, originated from Thailand.

Facing the increasing risk of smuggling and illegal transportation of goods in the National Route, on 15 July 2018, the National Steering Committee 389 issued Plan 260/KH-BCD 389 preventing smuggling and illegal transportation of goods across border gates in three provinces: Ha Tinh, Quang Binh, Quang Tri, in which Quang Tri is considered as the “hottest” area. The infringing goods that are mainly seized over the past time are foreign liquor, cigarettes, refined sugar and beer.
