Businesses can contact support teams in customs process

VCN – Local customs departments have quickly set up support teams and publicised on their websites, after the General Department of Vietnam Customs (GDVC) told them to establish working teams to handle problems in customs process for import and export goods amid the peak period of Covid-19 prevention and control.

Handing obstacles within three hours

The GDVC has built working teams to resolve problems in customs process for import and export goods, especially goods for Covid-19 prevention and control like medical supplies, equipment, medicine, vaccines, biological products, etc, the Deputy Director of Customs Control and Supervision Department said.

In addition, the GDVC has asked local customs departments to set up and maintain the support teams to remove difficulties and quickly clear goods.

According to the Deputy Director, the GDVC’s Import and Export Duty Department, the Customs Control and Supervision Department has directly received, reported competent authorities or work with ministries and branches to deal with problems beyond the GDVC’s competency.

For problems under the departments’ competency, they will submit to the GDVC’s leaders to issue instructions within three hours of receiving information.

The departments will receive information via email, Zalo and Viber to respond to businesses or guide local customs departments to timely remove difficulties for businesses.

Local customs departments quickly perform

According to Thanh Hoa Customs Department, the support team has been updated on the department’s website with members including leaders of the department, operational divisions and branches.

In addition, Thanh Hoa Customs Department has followed the GDVC’s directions. It has allowed customs declarants to submit late some documents in the form of paper copies, notarised or certified copies.

For customs dossiers, the declarant is required to make declarations and submit dossiers in accordance with provisions.

If the declarant must submit paper/notarised/certified documents in customs process, and the declaration applies for the late submission of these documents, the director of customs branch will instruct the declarant to fill in information in the “note section” in the e-declaration to send to customs via the e-customs data processing system, and submit paper documents converted into electronic documents (scanned copies with digital signature) to Customs.

The customs declarant must submit additional paper documents to customs within 30 days of the registration of the customs declaration.

In case of force majeure, if firms or customs branches are in quarantine or lockdown areas under requirements of the central or local government, and the declarant cannot submit documents in line with the deadline, the declarant must submit paper documents within five working days of the end of the quarantine or lockdown period.

Thanh Hoa Customs Department has also directed operational division, the Customs enforcement team, to strengthen information collection and risk assessment for firms that submit late paper documents to timely detect violations; expedited inspection for the performance of customs officers, and handle officers commit to violations or cause harassment to the declarant or prolong customs clearance time, causing loss for businesses.

Hanoi Customs Department has also set up a support team led by leaders of the department, operational divisions and branches.

The department has asked each official to strictly comply with customs law and instructions on submission of e-declaration; and met requirements of inspection and supervision in customs process.

Da Nang Customs Department has established the team led by Deputy Director Tran Van Anh, and the team’s members as leaders of divisions and experienced officials to support businesses.
