The typical good examples

For example, at the Lang Son Tax Department, by the end of November 2018, the Lang Son Tax sector collected nearly 2.2 trillion VND, accounting for over 121% of the budget allocated by the Ministry of Finance and over 102% compared to the same period of 2017. Of which, domestic revenue, excluding land use fees and lottery was over 1.9 trillion, more than 109% over the same period in 2017.

According to Lang Son Tax Department, in order to achieve the above results, last year, Lang Son tax sector has paid attention to the implementation of the regulations on goods and services invoices; The tax collection management of petrol and oil trading activities; the cost of granting rights for mineral mining; the anti-tax losses for transportation and yards; the delayed payment of land use fee and other types of business or service. Along with that, promoting the propaganda of using electronic services helped the unit to quickly complete their task of state budget collection. 2018 is not the first year that Lang Son Tax Department has fulfilled its state budget tasks for the whole year to the end of November. In 2017, by the end of November, the total domestic revenue in Lang Son Province reached 104.3% of the estimate for the whole year.

Together with Lang Son, Hai Duong Tax Department is also one of the units that has fulfilled the task of collecting state budget at this time. According to Hai Duong Tax Department, up to December 4, the budget collected by the unit reached over 12,106 billion VND, equivalent to 107% of the assigned budget. According to statistics, this unit has higher revenues compared to the estimates such as from: land use fees, collection from lottery, personal income tax, the revenue from central and local state-owned enterprises, registration fee, and mining license,...In addition to some of the revenues that were higher than the budget estimates, there were still some delays, such as land tax; environmental Protection tax; incomes from the industrial and commercial, non-state sector.

Quang Binh Tax Department has also completed the estimated budget of the year. As reported by Quang Binh Tax Department, up to 30/11/2018, the budget revenue reached 2,999 billion VND, equaling 104.3% of the estimate, up 7.7% over the same period. Of which, 8 out of 16 indicators have been achieved and exceeded. Some typical areas where the budget remittances were relatively good are: foreign-invested enterprises; personal income tax; land tax,… According to the leader of this unit, it was thanks to the active cooperation of the Party Committee, local authorities of districts, towns and cities, provincial departments, and along with the efforts of the business community and the high determination of staff in the unit.

High effort in the last month

According to the General Department of Taxation, with the collection progress of the whole sector, in general, the total revenue of the first 11 months was quite good in comparison with many years in terms of progress and speed (11 months of 2017 reached 85.5% of the annual plan, up 15.7% over the same period; Similarly, 2016 reached 84.7%, up 7.2%, 2015 reached 87.1%, up 10.8%). The main reason was that the crude oil price has risen sharply, with the average price of crude oil in the first 11 months that was about 74 USD/barrel. Therefore, the revenue from crude oil reached 161.4% of the estimate, up 41.1% over the same period. Along with that, the real estate market has been active recently, because the localities promoted the activities of land allocation, land lease, auction of land use rights, and recovery of land use levies from the projects implemented in previous years. Therefore, the land revenue in most localities was quite good, expected to be 129.4% of the estimate, up 13.2% over the same period.

In order to ensure the progress of revenue collection, in the remaining month of this year, the General Department of Taxation requires the whole sector to concentrate all efforts on the political tasks, and accordingly, the targets emphasized by the head of the tax sector are to ensure that the state budget revenues will exceed the budget estimates according to the set targets. The tax sector will also promote and enhance the efficiency of all aspects of management. At the same time, continue to strengthen tax administrative reform under the action program to improve the management efficiency and facilitate all taxpayers.

Together with guiding the entire sector to strive to complete the plan on tax inspection and examination, the General Department of Taxation requests all local tax agencies to review, synthesize and update accurately the debt figures for every enterprise and area, ensuring the good performance of urging and recovery of tax arrears into the state budget.

Especially, with the statement that the last month of the year is the sprint time to assess the performance of the task in 2018, as well as the time to prepare the plan for 2019, the General Department of Taxation requires every staff member to actively take full advantage of the spirit and responsibility for their job. Every tax office is to comprehensively and drastically focus on the assigned tasks, contributing to successfully accomplish the objectives of the political task.
