Import-export turnover grew slowly

According to are port from Binh Duong Customs Department, in May, the disease situation of Covid-19 has begun to be controlled nationwide, in Binh Duong province, enterprises have started re-operation. In the month, 13 enterprises re-operated after suspension due to the pandemic and more than 300 enterprises recovered their production (they are no longer affected by the pandemic).

Bui Hung Luan, Head of Import-Export Division, POB HUAT Vietnam Co., Ltd., said due to the impact of the pandemic reducing orders, the company has cut the number of employees in two factories (Binh Duong and Dong Nai) by about 55%, and arranged employees to work only three days per week to maintain production of existing orders. However,the export of indoor furniture to the US, Europe and Japan has improved, the rate of export orders reaches about 50%, while production activities are stable and maintainedunder the way it was. The company is going to call for employees who were let go to return to work and to have a plan to recruit hundreds of employees.

According to Binh Duong statistics, 900 enterprises had orders cancelled, saw a reduction in production volume and a lack of materials and faced difficulties in transport of import and export goods. This made import-export turnover in the month grow slowly, State budget revenue continued to decrease compared to the same period last year. In the first five months of 2020, exports reached more than US$9.3 billion, down 1.22% over the same period last year. Monthly budget revenue of Binh Duong Customs continued to decrease. As of May 26, Binh Duong's State budget revenue gained more than VND5,752 billion, or 31.3% of the estimate, down 5.86% compared to the same period last year.

Binh Duong Customs forecast that in the near future, budget collection from import-export activities will face many difficulties. To support enterprises and minimize the decline in budget revenue, Binh Duong Customs Department has monitored, grasped the operation situation of enterprises, facilitated import and export activities in the province and ensured rapid goods clearance. At two centralized checkpoints, customs clearance is carried out 24/7 at the request by enterprises to help them have enough raw materials to serve production and business in a timely fashion.

Anti-revenue loss

In addition to supporting and facilitating enterprises to stabilize and restore production before and after the Covid-19 pandemic and strengthening solutions to exploit new revenues, Binh Duong Customs Department always monitors, follows and clearly understandssituation and impact level of each enterprises to have timely solutions to support and address difficulties for enterprises as well as prevent abuse of the difficult situation for trade fraud, smuggling, missing andfleeing.

In the first five months of 2020, Binh Duong Customs handled 853 cases of violations of customs law and collected more thanVND 6.3 billion. The main acts of violations were false declaration of goods codes, tax rates of imported goods, wrong time limit for carrying out customs procedures, failure to re-import goods at time registered with customs offices; false declarations of quantity and value of imported goods subject to tax exemption according to law. At the same time, post-audit was also focused. In the five months, the unit fought against the loss of more than VND 29.5 billion to the State budget.

In the near future, to combat loss of revenue and acts of violations of customs, Binh Duong Customs continues to implement the central risk control plan in 2020 under the direction of the General Department of Customs; continues to monitor classification of declarations (Red channel); review and analyse key enterprises on origin fraud, label fraud and intellectual property, illicit transshipment; resolutely fight to prevent smuggling in the province.
