Benefits from “3 in 1”customs procedure model at Mong Cai

Through 6 months of deployment, the centralized customs procedure and customs management model in Mong Cai border gate in the first phase has brought many significant efficiencies by facilitating the business community, asserting the effort and actions of Mong Cai Customs Branch – Quang Ninh Customs Department.

Through that, concretizing with the determination to accompany for the development of enterprises by promoting and improving the business environment at Mong Cai border gate. On the other hand, streamlining the apparatus and centralizing management, directed by the specialized customs officials with transparency and efficiency in customs clearance.

When carrying out procedures under this new model, enterprises find it easier, quicker and more transparent when accessing information, propaganda, legal documents and guidance from the customs authorities in the implementation of customs procedures.

Specifically, from 6/2018, when implementing Circular 39/2018/TT-BTC stipulating on sending the dossier through VNACCS and Ecustom 5 system, it has limited the work of taking the paper records for checking, specifically at the assembly line (except for cases where the originals and papers are required).

According to the assessment of leaders of Mong Cai Customs Branch, the efficiency of the centralized customs procedure and customs management model was evaluated by "3 concentration-4 decreases-4 increase". That is, focus on 1 management hub and settlement procedure, concentrate on human resources (specialized in processing, inspection and supervision); Focus on customs declaration and import-export data management.

On the other hand, reducing staffing on implementing customs procedures (chain of procedures reduced from 3 to 1, reduced 13 customs officials - reporter).

As of 5/6/2018 (Circular 39/2018/TT-BTC is valid), the clearance time of goods has reduced under the model, and has significantly promoted the effectiveness.

Specifically, the release time of imported goods decreased by an average of 7 hours and exports decreased by an average of 2 hours (compared with the results of the release time in 2017).

Reduction of costs (human force, travel time, reduction of paperwork) to the enterprises; Reduction of contact for the business with the customs officer departmental procedures.

From 4/2018, enterprises do not have to contact customs officials to submit dossiers in the three lines as before (from 6/2018, customs declaration of yellow/red channel of types of goods do not have to submit original dossier, enterprises do not need to go to the procedural department).

After discussing with some enterprises implementing the procedures at the Mong Cai Customs Branch (SITC LOGISTIC CO, LTD., Thai Hung Company), since the model was deployed, the enterprise only has to implement procedures at 1 place (import and export cargo customs procedure team) so the costs for traveling and travel times have been reduced by 1/3 compared to before (don’t have to waste time for bringing paper dossiers to lodge to customs authority, only need to send 1 staff member to implement procedures instead of 2-3 staff as before,…)

In addition, Circular 39 has validated the centralized customs procedure, and the customs management model clearly demonstrated the effectiveness of reducing the cost of paperwork for enterprises with scanned dossiers and sending to the system (except for C/O, permits must be submitted with originals); All of the invoices do not have to be submitted by paper vouchers (invoice, Bill of Lading), which reduces the cost of photocopying, duplication and labor costs.

At the same time, thanks to the implementation of centralized customs clearances, the clearance time has been reduced compared to before, enterprises are releasing goods faster, thus they have reduced storage costs.
