Basis to examine and confirm the original declaration of imported automobile chassis

During the management of imported automobiles, some local Customs Departments have difficuties when implementing current regulations to confirm the original declaration of imported automobile chassis. Currently, pursuant to Decision 17/TDC-QD, 1992 of the Directorate for Standards, Metrology and Quality and the definition and classification of the structural chassis, by the Ministry of Transport that automobile chassis have been imported mainly for reconditioning domestic passenger cars and transport vehicles.
About technique, the vehicles must comply with the assembly standard of CKD2. Thus, the imported chassis must not use the original declaration so that Customs will not confirm the original declaration for this type of vehicle component.
However, as reported by Customs Departments of provinces and cities the basis for this guide under Decision No.17/TDC-QD of the Directorate for Standards, Metrology and Quality has been replaced by new documents, most recently, Decision No.28/2004/QD-BKHCN has not provided guidance for the vehicles assembled as the standard of CKD2.
To implement uniformly in the local Customs, the General Department of Customs has issued a document to guide Customs Department of provinces and cities.
According to Article 10 of Circular No.15/2014/TT-BCA,2014 of the Ministry of Public Security regulations on vehicle registration, the original Customs declaration of an imported automobile is one of the documents of the registration dossier, and car licence plate including the automobile chassis.

Therefore, the General Department of Customs has required Customs Department of provinces and cities to base on the actual cargo and imported dossiers to examine and confirm the original Customs declaration of imported automobile chassis in accordance with the provisions of law.
