Bac Ninh Customs solves problems for enterprises

The conference attracted more than 600 delegates, representatives of businesses located in three provinces (Bac Ninh, Bac Giang, Thai Nguyen), and representatives of departments and agencies under the General Department of Vietnam Customs.

Speaking at the opening of the conference, Director of Bac Ninh Customs Department Tran Duc Hung said that in 2021, although affected by the Covid-19 pandemic, the turnover and tax collection through the areas that are managed by the unit had achieved positive results, demonstrating the development of the business community.

In 2021, import-export turnover saw remarkable development, reaching US$161.6 billion. The export turnover reached US$90.4 billion while import turnover reached US$71.2 billion.

This is the first time that the import and export turnover through Bac Ninh Customs Department has led the country. In 2021, the revenue unit reached VND11,825 billion, exceeding 26.5% compared to the assigned target.

In 2021, nearly 6,000 businesses carried out customs procedures at Bac Ninh Customs Department. Of which, 286 export processing enterprises, 442 processing enterprises, 211 export production enterprises; 104 processing, manufacturing and exporting enterprises.

Regarding FDI attraction, as of December 31, 2021, there are 162 newly licensed FDI projects in the areas managed by Bac Ninh Customs Department; 156 projects adjusted in scale, with registered capital of US$2.98 billion; accounting for 12.2% of the total investment of the country.

Director of Bac Ninh Customs Department Tran Duc Hung said, in the context of the Covid-19 pandemic, the Customs authority had implemented many effective solutions to support production and business activities of enterprises in import and export activities.

Bac Ninh Customs Department had actively and flexibly proposed to build and deploy groups of solutions to operate, arrange human resources to ensure cargo clearance, etc.

Many solutions proposed by Bac Ninh Customs Department have been replicated in other localities, including solutions to support businesses in carrying out customs procedures 24/7.

It is forecast that 2022 and the following years will create difficulties and challenges, however, the three provinces of Bac Ninh, Bac Giang and Thai Nguyen continue to attract FDI projects with a sharp increase in quantity and quality, thus improving the business investment environment is very important.

From the beginning of 2022, Bac Ninh Customs Department has developed a very specific plan and action program to support businesses with import and export activities in the area.

“This conference was an opportunity for Bac Ninh Customs to listen, solve and evaluate the difficulties and problems of businesses, and propose effective solutions. This was also an opportunity for the business community to receive useful information from state management agencies. I hoped that the business would make recommendations and share the solutions Customs needs to implement in order to improve and support production and business activities of enterprises," Mr. Tran Duc Hung said.

At the conference, Deputy General Director of Saigon Newport Company Bui Van Quy highly appreciated the initiative of Bac Ninh Customs Department in coordinating to hold a business dialogue in 2022, demonstrating the commitment of the State management agency towards the business community.

“With the position of port exploitation, logistics services, marine services, with a system of 18 large and small ports including Cat Lai port, the largest port in Vietnam in Ho Chi Minh City, Cai Mep Tan Cang (Ba Ria-Vung Tau); SICT port (Hai Phong) and SICT systems across the country, the development of Que Vo ICD into a vibrant cargo clearance and freight forwarding point requires dedication, dynamism, and good cooperation from the Bac Ninh Customs Department in order to facilitate businesses, reduce costs, and improve competitiveness for businesses," Bui Van Quy said.

At the conference, businesses listened to representatives from the General Department of Vietnam Customs (Customs Control and Supervision Department, Legal Department, Import-Export Duty Department) and Bac Ninh Customs Department presented the contents in Circular No. 121/2021/TT-BTC on customs procedures, serving the pandemic prevention; the sanctioning of administrative violations in the field of customs; and introducing customs declaration software.

Also at the conference, many questions of businesses had been answered related to HS code determination; looking up the VAT system, goods eligible for VAT incentives; customs inspection and supervision procedures.
