For the customs sector, the implementation of the above policy is considered as a key task and is showing positive changes. For example: Nam Dinh Vu Port (Hai Phong) is a large and modern port, located at the largest trade gateway in the North with an area of over 65 hectares, with 7 container terminals and total investment capital of VND 6,000 billion by Gemadept Corporation, which has just been put into operation phase 1.

Previously, when there were new Customs procedure areas, especially areas with large cargo volumes, under the law and for practical requirements, a new Customs unit will be established. This helps to facilitate the import and export activities of enterprises, while meeting the requirements of Customs management.

However, at the Nam Dinh Vu port, even though it is a new port with a large volume of imports and exports (it has just been put into operation but it has hundreds of containers processed every day), the Customs does not need to establish a new unit while still ensuring the process and state management on Customs.

Hai Phong Customs Department Director Nguyen Tien Loc shared that in order to meet both requirements of facilitation and management at Nam Dinh Vu Port in the context of implementing the policy of streamlining the apparatus, the application of automated system for seaport Customs management (officially launched at Hai Phong on 1st December 2017) is a key necessity.

With VASSCM, the Customs office shall manage all the movement of imports and exports goods at the ports, warehouses, yards and shipment history from arrival to Vietnam. The system absolutely eliminates manual operations, paper documents in some professional stages for officers. As a result, the Customs office concentrates its forces on supervising and inspecting high-risk shipments and enterprises, avoiding widespread inspection and controlling and improving the efficiency of the risk management method - a specific step in the application of international standards and practices on modern Customs management.

"VASSCM plays an important and practical part in streamlining the organization and staffing, but still improves the effectiveness and efficiency of operations in the spirit of the Resolution of the Party Central Committee's 6th plenum (Term XII)”. Mr. Loc said.

On the other hand, the opening of Customs declarations was made 24/7 through the VNACCS / VCIS automated clearance system. Thanks to the IT application, especially VASSCM and VNACCS / VCIS, Customs has not been allowed to expand its apparatus in the new management area.

In recent years, the volume of declarations, turnover and import-export goods have been increasing, leading to the increase of Customs work volume, while staffing levels has not increased. However, Vietnam Customs still strives to fulfil its assigned tasks.

In the recent five years (2013-2017) the growth rate of Vietnam’s import and export turnover was at 13.2%, so the turnover increased sharply from US$ 264. 1 billion in 2013 to US$ 425.12 billion in 2017. As a result, the average annual transaction growth rate (the number of customs declarations) was 16.9% from 5.9 million declarations in 2013 to 11.31 million declarations in 2017. In addition, the requirement for reduction of goods clearance time is also an urgent task with the goal of 70 hours of cross border clearance for exported goods and 90 hours for imported goods under the Government’s Resolution 19 -2017 / NQ-CP. Therefore, if the Customs did not focus on promoting IT application, it would not only fail to streamline the apparatus and staffing level, but also fail to meet the requirements of procedures for the business community and state management on Customs.
