VCN – The General Department of Vietnam Customs has instructed Hai Phong Customs Department of Hai Phong to handle violations relating to the import of car havd images and contents violating national sovereignty by Segatech Vietnam Solar Power Technology Co., Ltd.

The General Department of Vietnam Customs guided Hai Phong Customs Department pursuant to the provisions of Clauses 3 and 4, Article 156 of the Law on Promulgation of Legal Documents;

Pursuant to the provisions of Clause 1, Article 36 of Decree No. 128/2020/ND-CP of the Government dated October 19, 2020, prescribing sanctioning of administrative violations in the customs domain;

Pursuant to Article 16 of Decree No. 128/2020/ND-CP dated October 19, 2020 of the Government on sanctioning administrative violations in the customs domain.

Hai Phong Customs Department compared with the above law and the case dossier to consider and handle.

On January 28, 2021, speaking with reporters, Deputy Director of Hai Phong Customs Department Truong Binh An said that the unit had based on the provisions of law and the instructions of the General Department of Vietnam Customs to implement steps for handling.

According to the regulations, with the above violation, the car would be confiscated. However, the authority for issuing confiscation decisions belongs to the Chairman of the People's Committees of provinces and cities of the central. Specifically in this case, it is the Chairman of Hai Phong People's Committee.

Previously, a car imported to Hai Phong port with images of sovereignty infringement was confiscated by the Anti-Smuggling and Investigation Department (General Department of Vietnam Customs).

On October 31, 2019, in the process of carrying out customs procedures, Dinh Vu Port Customs Branch (Hai Phong Customs Department) detected imported cars with the map of the "nine-dash line”at the navigation application screen, violating the sovereignty of Vietnam.

All seven passenger cars (type of five-seat) using for carrying people, brand Hanteng, made in China, branded 100% new, on the navigation application screen display the map "nine-dash line". These cars were imported by a firm in Hai Phong.

After that, the case was handled by the Anti-Smuggling and Investigation Department (General Department of Vietnam Customs).
