Synchronously implement 4 solutions
Highly appreciating the cooperation with the General Department of Vietnam Customs, Mr. Liam Garethe, Global Commerce Compliance Director of Intel Corporation said that the General Department of Vietnam Customs regularly facilitated, supported and developed the effective partnership. As the head of not only Southeast Asian countries but also many countries in the world, Mr. Liam Garethe said that until now, the partnership with the Vietnam Customs was one of the best partnerships of the Corporation.
In fact, the parties highly appreciated solutions and benefits that were brought by the mechanism of Customs-Business partnership. For example, by maintaining monthly co-operation with the Japanese Chamber of Commerce and Industry in Vietnam (JCCI); The Vietnam Business Forum (VBF), the Vietnam Chamber of Commerce and Industry (VCCI) and other business associations, under coordination agreements between the two sides, the Customs has provided information and removed difficulties for businesses.
The business community has highly appreciated solutions and benefits brought by the mechanism. The Customs has also synchronously implemented 4 solutions (information, consultation, participation and cooperation), including effectively implementing the law dissemination, guidance, support and answering questions, receiving comments and feedback by enterprises, effectively deploying the rulings and cooperation with business associations, enterprises and concerned parties.
Strengthen consultation and support enforcement
For the consultation on legal policy, with the desire that legal policies and regulations are closer to the reality, over the past years, the General Department of Vietnam Customs has focused on listening, and receiving feedback from the business community and people in planning and developing Customs policies.
In 2018, the General Department of Vietnam Customs has consulted the business community on the amendment and supplement of legal documents related to Customs, including Law on Tax Administration, Law on Value Added Tax (chaired by the Ministry of Finance and participated by the General Department of Vietnam Customs), three decrees and three circulars. Through consultations with enterprises, the General Department of Vietnam Customs received hundreds of comments on the development of customs law, including comments for documents that were submitted by the General Department of Vietnam Customs to the Ministry of Finance and the Government for promulgation in 2018.
Regarding the solutions for law enforcement, the Customs offices at all levels have focused on disseminating new regulations in Customs, updating nearly 1,400 legal normative documents and relevant legal documents on websites, propagandizing nearly 6,000 articles on Customs law, compiling and issuing over 18,000 leaflets on new Customs regulations. In addition, the coordination with the mass media has also contributed to the dissemination of information on customs to the business community and people.
In particular, in 2018, the General Department of Vietnam Customs held 2 seminars entitled “Customs-Business: Connection-sharing-Companion” and “Online seminar with reader on online Customs Newspaper around new regulations in Decree 59/2018/ND-CP and Circular 39/2018/TT-BTC”, which has attracted the attention of businesses and people. Not only at the General Department of Vietnam Customs, but also at the Customs Departments of provinces and cities, the support for law enforcement is implemented in many forms; the dialogue conferences between Customs-Business are regularly maintained and over 100 conferences were held. In addition to supporting enterprises in general, the General Department of Vietnam Customs has periodically supported enterprises, and conducted thematic support for enterprises and business associations.
For the solution for law enforcement monitoring, with the spirit of ready for receiving assessments by enterprises to provide solutions for further reform and modernization, over the past years, the General Department of Vietnam Customs has coordinated with VCCI, Customs Departments of Ho Chi Minh, Dong Nai, Hai Phong… to conduct customer satisfaction surveys. According to the survey in 2017, most enterprises knew about the monitoring mechanism (88% knew, 8% did not know and 4% had no opinion), in which, the assessment on the efficiency of the mechanism reached 64%. The General Department of Vietnam Customs has coordinated with VCCI to conduct the customer satisfaction surveys in 2018.
For the commitment on customer service, currently, the General Department of Vietnam Customs has continuously coordinated relevant ministries and sectors to expand the number of administrative procedures connected via National Single Window; to focus on reforming internal administrative procedures; to intensify IT application and apply modern customs management in administrative procedures; held dialogue conferences to guide, answer and remove shortcomings in carrying out Customs procedures for enterprises; strongly deploy online public service.
In particular, with the desire to build a core force in the development of the Customs-business partnership, the General Department of Vietnam Customs has actively developed regular partnerships with the business associations; Import-export enterprises and reputable, responsible and active import-export service suppliers. For the business association, the General Department of Vietnam Customs has deployed a regular partnership with key business associations, including: Association of domestic enterprises, such as: fisheries, textiles, footwear, automobile, mechanics, steel, glass, sugarcane, gasoline, goods owners, logistics; Foreign trade associations such as Japan, Europe, Italy, the US, South Korea, Taiwan-China. In the first 9 months of 2018, the whole sector has signed with three associations and implemented the priority of training, guidance and removing shortcomings and answering proposals for enterprises about policies that have been newly issued. From 2013 to the present day, the Customs sector has signed 55 coordination agreements with 55 business associations and branches, in which, the Department level has signed 10 coordination agreements with business associations including the Chamber of Commerce and Industry (VCCI) and the Vietnam Business Forum (VBF) and etc.

For import-export enterprises and import-export service suppliers, the General Department of Vietnam has intensified the review and consolidation of the focal point for supporting enterprises on the following contents: Managing enterprises, promptly grasping information on enterprises; Supporting Custom mechanisms, policies and procedures for enterprises; Supporting and encouraging enterprises for voluntary compliance.
With the desire for promoting the Customs-business partnership, the General Department of Vietnam Customs held a seminar in Da Nang City on propaganda on the Customs reform and modernization on the 26th October 2018, and will hold seminars in Ho Chi Minh City and Hanoi on the forthcoming 9th and 15th of November respectively. Through the seminars, the Customs offices, business associations and import and export enterprises will discuss measures to improve and enhance the transparency, professionalism and quality of service of the Customs, including emphasizing the role of the business association, regular business partners, import-export service suppliers in cooperation and accompanying with the Customs offices to achieve the goals. |
